This resonates. In grad school for policy, a prof assigned an essay defining policy & policymaking. People freaked --they expected policy was something else. The reality didn't match their idea. If people who pursue policy don't know what it is, we have a big, big problem.

Wait, you mean in GRADUATE SCHOOL people are still confused about the 4 Ps?
Admittedly it took me many years of teaching before I realized that those terms needed to be front loaded.
