California Governor Gavin Newsom is to officially release a new budgeting plan that cuts back on providing free health care for undocumented immigrants. After other state-funded programs for immigrants in California have been targeted by the Trump administration as well as the program exceeding its anticipated cost by $2.7 billion, Newsom plans to propose freezing Medicaid/Medi-Cal for those already enrolled in the program, and charging a $100 premium for those 19 and older. The freeze would be planned for as soon as January 2026, and the premiums in 2027. Undocumented adults will no longer be eligible during this freeze, and there have been no comments on how long this freeze will last.
Movement for this plan was announced today, Wednesday, May 14th, a mere days after the Trump administration announced its investigation into California programs that provide cash to undocumented immigrants not eligible for aid. This critique from Republicans is not only within the liberal…ness of Newsom’s previous immigration policies, but also the rising budgeting and prices for such programs. Newsom’s new plan would save more than $5 billion, and it is expected that Newsom will blame Trump’s tariff policies for the need for such a move. The new plan is also in response to the expected financial struggles the country will soon face as this regression gets worse.

Governor Newsom’s plan to cut free health care for undocumented immigrants shows financial strain and political pressure. Freezing Medi-Cal and adding premiums could harm the most vulnerable people and go against California’s inclusive values, public health, and moral responsibility.
I agree with Pietra in that this goes against the values and beliefs of many California residents. I remember reading a blog post last semester about Newsom requesting a 25 million dollar litigation fund in order to defend California from potential federal overreach. Many in the comments were debating on whether it was truly meant to protect the beliefs of many Californians or simply for a sense of political power. Now reading this I think it is interesting to see how both political and economic pressure has altered Newsom's original intentions. It will be interesting to see how things further unfold and how California residents will feel about these changes.
It's surprising to me that Cali and Newsom have been pushed to such drastic measures, and typically I would say we are known for our progressiveness and normally friendly attitude towards immigrants with sanctuary laws and all that. This really does go to show how much of an impact federal funding has on state governments, and I'm sure Newsom is probably feeling pretty conflicted about this considering there is going to be lot of pushback from progressives and also the people who will now be forced to pay a premium for their healthcare (always a touchy subject). I assume that if Trump's federal budget cuts and his attempts to make the government more "efficient" were to cease, then Newsom would probably have the monetary funding and freedom to reinstate Medicaid for illegal immigrants.
Hearing about budget cuts like this makes it painfully obvious how imperfect the US budgeting system is. Because of how difficult it is to budget things (which in many ways makes sense because it makes it more difficult for people to take advantage of the system) California can go from giving billions in aid to undocumented immigrants to completely freezing the help. There needs to be a better way to spend an in between amount.
The budgeting system just does not make sense. With decisions like this, the people who need the most are without care and people hwo can survive but can benefit from them receive the most care. I think there is a complete flaw in the separation of power with the Trump Administration able to control so many things (especially about immigrants) through budgeting. California has been on the progressive side when it comes to immigrants, but I think Newsom did not have many choices after the budget cut.
Gavin Newsom's plans raise real ethical concerns about current legislation pressured by the Trump Administration. Barring access to healthcare from a population that is already incredibly vulnerable in the US undercuts a lot of California's longstanding commitments to equity. These cuts will hurt especially hard in these current times of economic uncertainty in the wake of Trump's tariffs and rampant plays at government efficiency. A balanced and efficient budget shouldn't come at the expense of a population who is already the most in need of support and protection.
