In a rare visit to California, President Trump took the opportunity to lambaste the Governor Brown and Oakland Mayor Libby Schaaf for their handling of immigration, which he says endangers the nation. More specifically Trump believes taxes are way too high in California and was irate that Schaaf publicized Immigration and Customs Enforcement raids before they happened. The main purpose for his visit was to gather support and consider prototypes for his much publicized, but largely unpopular border wall.

Trump says that pro-immigrant laws endanger the nation. That implies that, even though the average immigrant commits fewer crimes than the average American, immigrants are dangerous. It's just another blatant display of scapegoating and xenophobia and somehow it's now par for the course for our president.
I think the opposite should be done. California should deserve praise for challenging national immigration policies. I think that different points of view are necessary for a country and that states need to stand up for what they believe, whether it is controversial and against the federal government or not. I 100% disagree with Trump's wall suggestion and I cannot even think of any reason for it or any benefits of it. And in response to your third question, I do agree that taxes in California are higher, but I think that it is because of the overall higher income compared to other states.
I'm not even sure if Trump criticizing something is even relevant anymore, as he seems to rant on something or other every day. I'm not particularly worried about the things Trump mentions, as it's kind of clear that immigration in California isn't exactly doing harm, and it's things like a wall that seem to move our nation backwards while California is advancing forwards.
I do not think California should not be criticized for challenging national immigration policies. Additionally, I still don't get why Trump wants a border wall, especially with most people in his party against building the thing. Plus, walls sure do keep people out (ex. the Great Wall of China and the Mongols). Lastly, I feel like the high tax rate in California is a bad thing. Sure, more people are earning a higher income, but what about the people on minimum wage or low income. The rate will probably mean nothing to the middle and upper class families, but it has hurt many people earning minimum wage or a low income, forcing them to move out of these areas, which we are kind of seeing already.
